Project Manager - Water Infrastructure

About the role

Mitrelli is seeking an experienced Project Manager to lead a major water infrastructure project in Angola. The role covers the full project lifecycle from mobilisation through construction, commissioning and final handover, ensuring safety, schedule, budget and quality targets are met.

Key responsibilities

• Define and oversee the overall execution strategy, aligning scope, schedule, budget, quality, technical requirements and HSE.
• Coordinate multidisciplinary activities across civil works, water treatment, hydraulic infrastructure, mechanical and electrical systems, pipelines, pumping stations and reservoirs.
• Act as the Owner’s Representative, protecting the client’s interests, reviewing contracts, designs and performance.
• Monitor project performance, manage risks and opportunities, and drive corrective actions.
• Lead the transition from construction to testing, commissioning, completion and final handover.

Required profile

• Degree in Civil Engineering (mandatory).
• Minimum 10 years of experience managing large‑scale infrastructure projects, especially water supply, treatment plants, pipelines or reservoirs.
• Proven experience coordinating multidisciplinary teams and multiple contractors.
• Experience working as an Owner’s Representative or client‑side engineer is highly desirable.
• Willingness to relocate to Angola and work on‑site; fluency in Portuguese and advanced English required.

Required skills

• Proficiency with CAD/BIM platforms.
• Advanced use of Microsoft Office and Microsoft Project.
• Knowledge of project controls, reporting and project management systems.
