Angola Forestry and Woodlands Policy Specialist

About the role

The Angola Forestry and Woodlands Policy Specialist will support The Nature Conservancy’s Miombo woodlands strategy by advancing policy reform, forest governance and integrated forest‑water approaches across Angola’s priority landscapes. Based in Luanda, the role works closely with government, communities, NGOs and TNC teams to translate scientific evidence into actionable policies for woodlands, peatlands, freshwater systems and sustainable finance.

Key responsibilities

• Provide policy analysis, advisory support and strategic guidance on forest governance, land tenure, carbon, biodiversity and climate policy in Angola.
• Prepare policy briefs, white papers, technical notes and other decision‑making materials for government, civil society and private‑sector partners.
• Support implementation of the Angola Miombo woodlands strategy, including work planning, budgeting and coordination with TNC Africa Forestry, Freshwater and Climate programs.
• Assist in developing and improving institutional frameworks for forest reserves, community forests, natural resource management, forest concessions and voluntary carbon finance.
• Promote integration of Miombo woodlands, peatlands and freshwater systems into national development and climate agendas.
• Facilitate dialogue and partnership building among ministries, donors, NGOs and local communities.

Required profile

• Demonstrated experience in environmental policy analysis, preferably in forestry or natural‑resource sectors.
• Strong understanding of Angola’s Miombo woodlands, peatlands, freshwater systems and related governance challenges.
• Proven ability to produce clear policy documents and briefings for diverse audiences.
• Excellent communication and stakeholder‑engagement skills.
• Ability to travel regularly to provincial landscapes and partner sites.
